According to Readers Guide to The Mahatma Letters to A. P. Sinnett:

Terry, William H., 1836-1913. An Australian spiritualist and founder and editor of the magazine, Harbinger of Light, published in Melbourne. He joined the TS in March 1880. He made a number of inquiries concerning theosophical ideas and these were considered sufficiently important that APS and AOH were persuaded to answer them at length. Out of this grew the series of articles, "Fragments of Occult Truth" ML, p. 246; LMW II:80; BTT, p. 259; D, pp. 164-5. See also How Theosophy Came to Australia by Mary K. Neff.[1]
