Clive Rattigan purchased The Pioneer from George William Allen in 1882. Alfred Percy Sinnett had previously been editor for the paper for about eleven years, but left in 1883. Rattigan later hired the very young Rudyard Kipling to work in the newspaper office for a few months.

According to Readers Guide to The Mahatma Letters to A. P. Sinnett:

Rattigan, apparently an Englishman who became owner of the newspaper, The Pioneer, about 1882. He relieved APS of his job as editor and gave him a year's salary in compensation.[1]
