G. H. Fechner is mentioned in Mahatma Letter No. 18, on page 13--14:

Charles J. Ryan, in an article in The Canadian Theosophist, sought to correct Mr. H. R. W. Cox's idea that the individual mentioned in the letter was psychologist Gustav Theodor Fechner.[2]
